Improve translation prompt and add /trans off toggle

Browse Source 
- Focus on grammar/sentence structure for language detection
- Ignore code, URLs, tech jargon in language classification
- /trans cycles: local → public → off
- Strip trailing whitespace from LLM responses
- Suppress empty translation results
